04/23/08: Law Review Article and Key Note Speech on Right to Counsel in Civil Cases in Maryland
The Civil Right to Counsel movement was the subject a symposium sponsored by the University of Baltimore Law Review last April. We are now fortunate to have written materials from that symposium: the keynote address by Stephen H. Sachs entitled “SEEKING A RIGHT TO APPOINTED COUNSEL IN CIVIL CASES IN MARYLAND,” and a law review article by PJC Legal Director Debra Gardner entitled “JUSTICE DELAYED IS, ONCE AGAIN, JUSTICE DENIED: THE OVERDUE RIGHT TO COUNSEL IN CIVIL CASES.”
 
Highly recommended reading that covers the origins of the movement in Maryland, the Frase v. Barnhart case that came one vote short of establishing a right to counsel in Maryland, to the American Bar Association’s endorsement of a right.
